With over four decades of legal experience, including 14 years on the Supreme Court, Judge Rivera García brings unparalleled knowledge in constitutional law, administrative law, government ethics, and procurement.

Judge Rivera García's distinguished career has left a lasting impact on Puerto Rico's legal landscape. As an Associate Justice from 2010 to 2024, he played a pivotal role in shaping jurisprudence, contributing to landmark decisions in administrative law, procurement, and constitutional matters. His tenure was marked by a commitment to judicial integrity and the development of legal frameworks that promote transparency and accountability.

Beyond the bench, Judge Rivera García has been instrumental in legislative reform. He played a key role in drafting amendments to the Penal Code, Civil Code, and environmental protection laws, strengthening Puerto Rico’s legal system to better address contemporary challenges.

His extensive background extends to academia, where he serves as a professor at the Inter American University Law School, specializing in public corruption and ethics.
