The Practice

The firm's litigation team includes Hon. Edgardo Rivera García, a former Associate Justice of the Supreme Court of Puerto Rico; Zulma I. Fúster Troche, who served fifteen years as a Special Independent Prosecutor leading public-corruption trials and has tried civil and criminal cases before juries and the bench for thirty years; and Carlos Steffens Guzmán, a veteran trial litigator. Maceira Zayas approaches disputes with an early assessment of litigation risk and a clear understanding of how Puerto Rico courts and agencies evaluate claims at every level of review.

The firm handles disputes from initial pleadings through trial and appeal: contract claims, tort liability, administrative enforcement proceedings, consumer protection matters before DACO, and bid protest litigation. It practices under the Puerto Rico Rules of Civil Procedure and the Federal Rules of Civil Procedure and Evidence, and arbitrates under AAA, JAMS, and other institutional rules. Where arbitration or mediation serves the client better than court, the firm says so. Maceira Zayas (MZLS) litigates in Puerto Rico and federal forums, with offices in San Juan and Washington, D.C.
