The Practice

Maceira Zayas advocates before the United States Congress and federal agencies under the Lobbying Disclosure Act's registration and disclosure regime, with public filings on the Senate's system. The firm's federal work has included direct advocacy and coalition coordination before the House Committee on Homeland Security, and disclosed issue work on Puerto Rico veterans' eligibility under the PACT Act. The firm's federal advocacy spans energy, infrastructure, homeland security, and financial services. In Puerto Rico, the firm advocates before the Legislative Assembly and Commonwealth agencies. Congress regulates lobbying by statute; Puerto Rico has to date addressed it through executive orders and legislative chamber rules, with registry legislation now moving through the Legislative Assembly. The people carry the practice. Anthony O. Maceira, the firm's managing member and a registered federal lobbyist, served as Puerto Rico's Secretary of Public Affairs, where he led the teams that secured approval of Act 60-2019, the Puerto Rico Incentives Code, and Act 17-2019, the Energy Public Policy Act, from the governor's office. Marc Maceira and Marie Maceira serve as Government Affairs Consultants, leading advocacy engagements.
