Jorge Alexis Meléndez Rivera leads Maceira Zayas's Environmental Law and Construction Law practice as a licensed attorney and licensed professional engineer — a combination that defines his work and distinguishes his counsel in matters where legal and technical analysis cannot be separated. He graduated Magna Cum Laude from the University of Puerto Rico, Mayagüez Campus with a Bachelor of Science in Civil Engineering in 2005, and Magna Cum Laude from the Inter American University of Puerto Rico School of Law with a Juris Doctor degree in 2010. He has been a member of the Puerto Rico Bar and a licensed notary since 2011, and an active member of the Colegio de Ingenieros y Agrimensores de Puerto Rico (CIAPR) since 2006. His practice spans environmental compliance, construction law, public-private partnership compliance oversight, zoning and land use, and permitting — across both the legal and engineering dimensions of each. For seven years as Executive Director of Compliance, Legal, Engineering, Health and Safety at EC Waste, LLC, he oversaw all legal and regulatory compliance for nine solid waste management facilities across Puerto Rico. That work included environmental and operational permit filings before the Puerto Rico Environmental Quality Board (Junta de Calidad Ambiental, or JCA) and the U.S. Environmental Protection Agency (EPA), Clean Air Act Title V compliance certifications, greenhouse gas emissions reporting, U.S. Army Corps of Engineers Nationwide Permit applications, and annual air emissions and stormwater discharge reports. He also managed the company's outside legal resources across environmental, natural resources, real estate, corporate, labor, and administrative matters, and represented the company in RFP and government bidding processes. At Maceira Zayas, Jorge serves as Special Counsel on P3 compliance, infrastructure, environmental, and construction matters. He was part of the team that produced every annual compliance report for active Puerto Rico P3 projects submitted to the Puerto Rico Public-Private Partnerships Authority — including the HMS Ferries Annual Compliance Reports for 2023 and 2024 and the first-period compliance report for the San Juan Cruise Terminals P3. He also contributed to the post-closing federal compliance work on the LUMA Energy and Genera PR operation and maintenance agreements, including the development of procurement manuals governing operator transactions under applicable P3 agreement terms and federal funding rules. His engineering background is directly applied in matters involving infrastructure permitting, environmental impact analysis, construction contract disputes, and technical regulatory filings where legal and engineering conclusions must be integrated.
