Zulma I. Fúster Troche joins Maceira Zayas as Special Counsel after fifteen years as a Special Independent Prosecutor, where she led the investigation and prosecution of some of Puerto Rico's most consequential public-corruption matters — including cases against a sitting senator, the former president of the Comisión Estatal de Elecciones, a former mayor of Ponce, and senior officials of the Autoridad de Tierras. Over a thirty-year career, she has tried complex civil and criminal cases before juries and the bench, argued before the Tribunal de Apelaciones and the Tribunal Supremo de Puerto Rico, and built a practice grounded in the disciplined handling of documentary, expert, and testimonial evidence. Before her appointment to the OPFEI, she served as legal counsel to the Municipality of San Juan and the Department of the Family, and spent thirteen years as a prosecutor in the San Juan Fiscalía of the Puerto Rico Department of Justice. She has lectured law enforcement officers, Office of the Comptroller auditors, and Inspector General staff on investigative practice and evidence, and serves as a grader for the Puerto Rico bar examination administered by the Tribunal Supremo. She holds a Juris Doctor from the Inter American University of Puerto Rico School of Law and a Bachelor of Arts in Political Science from the University of Puerto Rico, Río Piedras. At Maceira Zayas, her practice focuses on appellate litigation, complex civil and criminal trials, and internal investigations.
